Why can't she just go to her local high school? School will be over for the summer long before the baby is born. If there is some reason she can't go there, she should still check with the local school. They can refer her to an alternative school, or a GED program.

She should go to the school district and ask to be placed in the local high school. Any school will accept a pregnant student-- the question is figuring out which school a person living at her address is supposed to go to. (That's the school that will provide free transportation; she's free to go to any public school she wants, I think, but only one of them will provide her with a schoolbus.)

If she is considering giving the baby up for adoption (and I hope so) then the adoption facility may be able to help her complete school.

What about some kind of a homeschooling program?

It seems to me she should be able to finish HS at the school she attends now. I dont think they can kick you out for being pregnant.
